Studying the wrong manual is a common reason people fail. There is no single national manual — states use four different lineages. Several of the national ones are free.
Two editions are in circulation and they are not interchangeable. The 2014 second edition is free from EPA and is still the text most states test from. The 2025 third edition is $50 in print, runs to eighteen chapters, and adds the material the 2017 rule requires — but states are adopting it one at a time. Confirm with your state before you buy anything.
